You can use lacquer thinner to thin it out and 're-vitalize' it if it dries out too much during application. I use metal paint spatulas to apply the putty where it need it. Always remove as much excess as possible.

If you're talking about the 'glazing putty' then it's OK to use for 'thin' putty jobs. It's very similar to squadron green or white putty. I use it all the time and it dries really quick.
